Tribal Gaming Commission
Pursuant to the Mashantucket Pequot Tribal Nation Final Gaming Procedures (commonly referred to as the "Compact"), the Mashantucket Pequot Tribal Nation Gaming Commission (MPTNGC) is assigned the primary responsibility for regulatory oversight of all gaming activities of the Mashantucket Pequot Tribe. It is the MPTNGC’s responsibility to protect the public interest in the integrity of tribal gaming and to prevent improper or unlawful conduct in the course of the gaming activities conducted on the reservation, and protect Tribal Assets and Tribal Sovereignty.
As a regulatory body, the MPTNGC reports to Tribal Council.
The Mashantucket Gaming Commission monitors enterprise operations to ensure compliance to the gaming procedures, SOMs, Tribal Ordinance and Tribal Council resolutions. While remaining independent, the Gaming Commission works in close cooperation with Tribal Internal Audit, Tribal Surveillance, Land Use Commission and Tribal Police. They interact daily with State Regulatory and Law Enforcement agencies such as The Department of Consumer Protection, Gaming Division.
The Mashantucket Pequot Tribal Nation Gaming Commission established procedures and a process to hear gaming related patron exclusions, employee license denial and revocation of their gaming commission license.
The Administrative Hearing Process entitles excluded patrons, and employees subject to license denial or revocation of their Gaming Commission License, to make a “request” for a “Show Cause” determination whether the exclusion, denial or revocation, is eligible for an Administrative Hearing before the Gaming Commission.
Upon acceptance of a request for a “Show Cause” determination a Commissioner shall be appointed as the “Hearing Officer” to administer the hearing. Each party to the matter shall be afforded the opportunity to give testimony, present evidence, call witnesses and cross examine witnesses. Upon conclusion of the hearing the Hearing Officer will render a fair and impartial decision, within thirty (30) days upon conclusion of the hearing. Once a decision is made, either party to the case has a right to challenge the decision and to be heard before the entire Commission Body. A final, non-challengeable decision will be made by the Commission Body.
The Mashantucket Pequot Tribal Nation Gaming Inspection Division offers an opportunity for people with a gambling problem to voluntarily exclude themselves from gambling at Foxwoods. Connecticut Council on Problem Gambling:
The Gaming Commission Inspection Division continuously monitors Class II and Class III gaming for compliance to standards and to enforce regulations in order to protect the integrity of the gaming operations. The Inspection Division is the largest component of the Gaming Commission.
The Inspectors monitor the counting of soft money in the Count Rooms, monitor the play at the gaming tables and slot machines, and assist in the review of Foxwoods’ adherence to all established Tribal, State and Federal standards and applicable laws as they relate to gaming. The gaming procedure requires that the Inspectors have a presence on the gaming premises 24 hours a day, 365 days a year, and have unfettered access to all areas of the gaming facility at all times.

The Mashantucket Pequot Tribal Nation Gaming Commission Licensing Division continuously strives to attain the optimum employee license process, that balances the sovereign regulatory authority of the Tribe, meets the requirements of the Final Gaming Procedures, and minimizes risk to the Tribe, its employees, patrons, and the public interest, with the least impact upon the effective operation of the MPGE.
The Licensing division is guided by the MPTN Strategic Plan specifically, Objective 5 which states that the Mashantucket Pequot Tribal Nation will Preserve, Protect, Promote and Advance our Inherent Sovereign Rights and our Natural Resources!
Ensures that Class II and Class III gaming are conducted with the utmost integrity, through responsible and effective regulation of the Mashantucket Pequot Gaming Enterprise.
This is achieved by strengthening our knowledge base, implementing best practices, building strong communication channels, enforcement of established regulations and the use of a balanced approach to establishing the Standards of Operation and Management.
The Mashantucket Pequot Athletic Division is recognized as a world-class regulatory athletic organization and is an official member of the Association of Boxing Commissions (“ABC”). The Athletic Division promotes and adheres to the highest health and safety standards and other requirements related to the conduct of unarmed combat. The Athletic Division works closely with other related regulatory agencies in this country and around the world. Through cooperation, the Athletic Division shares critical information with leading regulatory agencies about a competitor’s status regarding injury reports, suspensions and other medical information.
The primary function of the Mashantucket Pequot Athletic Division is the enforcement of rules and regulations of unarmed combat at Foxwoods Resort Casino and the Mashantucket Pequot Community Center. Unarmed combat consists of Professional Boxing, Toughman Competitions and Mixed Martial Arts, including both Professional and Amateur events.

The mission of the Mashantucket Pequot Tribal Police Department with the incumbent resources of the Tribal Security and Dispatch Departments is to maintain peace, provide protection and safety of all persons and property within the geographical boundaries of the Mashantucket Pequot Tribal Nation held in trust by the United States Government.

We will obtain mission accomplishment by suppressing the elements of criminal activity within the Mashantucket Pequot Tribal Nation and maintaining peace and harmony within our community.
